Biography
Amy Klobuchar (born 1960) is the senior U.S. senator from Minnesota, a former prosecutor and 2020 presidential candidate, and one of the Senate’s most persistent tech regulators. As a senior member of the Rules Committee overseeing federal elections, she has made AI-generated deception her signature issue of the AI era.
Deepfakes and democracy
In September 2023, Klobuchar introduced the bipartisan Protect Elections from Deceptive AI Act with Josh Hawley, Chris Coons, and Susan Collins, to ban materially deceptive AI-generated content about federal candidates in political ads. In May 2024 she shepherded it and two companion AI-elections bills through the Rules Committee, and she has pressed tech platforms directly to police election disinformation. She wrote in a 2024 op-ed that “deepfakes require a real federal response.”
Klobuchar is also a driving co-sponsor of the NO FAKES Act, the bipartisan bill with Coons and Marsha Blackburn creating a federal right against unauthorized AI replicas of a person’s voice and likeness — legislation embraced by SAG-AFTRA and the music industry. In late 2025 she added the AI Scam Prevention Act targeting fraudsters who use voice clones to swindle consumers.
Her election bills have repeatedly stalled amid First Amendment objections and Republican resistance to federal speech mandates; critics argue satire and parody could get swept in. Klobuchar counters that the bills carve out parody and that doing nothing leaves voters defenseless against synthetic lies.
