Chuck Schumer

Chuck Schumer (born 1950), the New York Democrat who led the Senate from 2021 to 2025, made himself Congress’s chief AI convener. In June 2023 he launched the SAFE Innovation Framework at CSIS, declaring that if applied correctly AI promised to transform life on Earth for the better — and that innovation, not restriction, had to anchor whatever Congress did.

The Insight Forums

That fall Schumer ran nine closed-door AI Insight Forums, seating Sam Altman, Mark Zuckerberg, Elon Musk and labor and civil-rights leaders around one table — an unprecedented crash course for a legislature that had fumbled social media. The May 2024 bipartisan roadmap that followed called for $32 billion a year in AI research funding. Critics across the spectrum noted what it did not do: produce binding safety legislation. Advocacy groups accused Schumer of letting industry set the tempo; he countered that premature or clumsy rules would hand the future to China.

The nuance in Schumer’s record is real — SAFE stands for Security, Accountability, Foundations, and Explainability, and he has warned repeatedly about deepfakes, election interference, and job displacement. But when forced to rank values, he ranked them publicly: innovation first, guardrails in service of it — because, as he argued at CSIS, losing the lead to the Chinese Communist Party would be the greater danger.
