Javier Milei

Javier Milei (born 1970) is a libertarian economist who became president of Argentina in December 2023 on a chainsaw-branded promise to slash the state. He has extended that philosophy wholesale to artificial intelligence, pitching Argentina as the one country where the technology will face no rules at all.

Stargate Argentina

In October 2025, OpenAI and Argentine firm Sur Energy signed a letter of intent for Stargate Argentina, a large-scale AI data-center project in Patagonia estimated at up to $25 billion — billed as the first of its kind in Latin America, trading on the region’s cool climate and abundant energy. Sam Altman credited Milei’s vision of “how AI could drive Argentina’s growth and creativity.” Critics at home noted the project had yet to formally break ground months later, questioning whether the announcement outran the investment.

Unregulated AI and non-human corporations

In June 2026, Milei and deregulation minister Federico Sturzenegger published a Financial Times op-ed laying out three pillars: a commitment to keep AI unregulated, a low corporate tax rate, and a new category in Argentine law — the “non-human corporation,” a legal vehicle that would let AI agents own and run companies. The proposal drew a direct rebuttal in the FT from Yuval Noah Harari, who asked who is accountable when an AI-run company causes harm, and stirred concern among Argentine lawyers and technologists about liability without a human in the loop.
