Biography

Josephine Teo (born 1968) is Singapore’s Minister for Digital Development and Information, the cabinet post that owns the city-state’s technology strategy, and previously served as manpower minister. In a debate polarized between accelerationists and doomers, she has become the leading voice of a third way: methodical, state-led AI adoption with governance built in from the start.

NAIS 2.0 and the Singapore model

In December 2023 Teo launched Singapore’s National AI Strategy 2.0, aiming to triple the country’s AI talent pool and organize adoption around real use cases in healthcare, education and public services. Her ministry pairs ambition with tooling rather than heavy legislation: the Model AI Governance Framework and the AI Verify testing toolkit have been exported worldwide as templates, and Singapore convened its Conference on AI to define scientific priorities — later producing the “Singapore Consensus” on global AI safety research. Teo’s formulation is that Singapore chooses to “prioritise governance, as much as we do adoption,” because whatever is deployed there “must be worthy of trust.”

By 2026 the strategy was upgraded again — a refresh Teo described as “a double-click rather than a system reboot” — under a new National AI Council chaired by Prime Minister Lawrence Wong. Critics of the Singapore model note that a small, wealthy, one-party-dominant state can steer adoption in ways messier democracies cannot, and that its light regulatory touch leaves worker and creator concerns to be managed rather than litigated. Teo’s answer is characteristically practical: for a nation with no hinterland, capturing AI’s benefits is not optional.
