Biography
Keir Starmer (born 1962), a former director of public prosecutions, became UK prime minister in July 2024. Inheriting a country that had branded itself the home of AI safety — Rishi Sunak’s 2023 Bletchley Park summit — Starmer executed a deliberate pivot: from AI as risk to AI as the engine of a stagnant economy’s revival.
Mainlining AI
On January 13, 2025, Starmer adopted the AI Opportunities Action Plan drawn up by investor Matt Clifford, accepting all 50 recommendations. The package promised a twentyfold expansion of public compute by 2030, dedicated AI Growth Zones with fast-tracked planning and power connections, a National Data Library, and heavy AI deployment across the NHS and public services. In his speech he framed the choice starkly — would Britain be an “AI maker or AI taker?” — and declared it would be “one of the great AI superpowers.” The government press release captured the ambition in a phrase that stuck: the plan “mainlines AI into the veins of this enterprising nation.”
Delivery has drawn scrutiny. Critics from Foreign Policy to domestic commentators questioned whether Britain’s grid, capital markets, and fiscal room can honor the rhetoric, while creative industries fought the government’s proposed text-and-data-mining copyright exemption, drawing protest from artists including Elton John and Paul McCartney. Starmer has held course, courting U.S. tech investment and rebranding the AI Safety Institute as the AI Security Institute — a one-word summary of the pivot.
