Biography
Thierry Breton (born 1955) ran France Télécom and the IT giant Atos and served as France’s finance minister before becoming European commissioner for the internal market in 2019. In Brussels he became the embodiment of the European conviction that technology must be regulated before it is trusted — driving the Digital Services Act, the Digital Markets Act, and above all the AI Act.
Enforcer of the AI Act
When negotiators struck the political deal on the AI Act on December 8, 2023, after a marathon 36-hour session, Breton claimed it as a personal triumph, posting “Historic!” and casting the world’s first comprehensive AI law as a launchpad rather than a leash. He had spent the preceding year facing down lobbying from France’s own Mistral and Germany’s Aleph Alpha to keep foundation-model obligations in the text, alongside commissioner Margrethe Vestager. He also pressured platforms over AI-generated disinformation, firing off warning letters that made him Silicon Valley’s least favorite Brussels official.
Breton resigned abruptly in September 2024 after a public falling-out with Commission president Ursula von der Leyen, accusing her of questionable governance. His legacy remains contested: European startups complain the Act he championed burdens them more than their American rivals, while he continued to insist that trust, enforced by law, is the precondition for adoption.
